Charles J. Simon, M.S., O.D.

Charles J. Simon, M.S., O.D. is the founder and CEO of Simon Eye Associates. Dr. Simon’s degrees include a B.A. in biological sciences, a B.S. in visual sciences, a M.S. in nutritional sciences, as well as his doctorate of optometry which he earned from the Pennsylvania College of Optometry.

He completed externships in primary care at JFK Hospital Eye Clinic and in electro-diagnosis and low vision at The Eye Institute, all in Philadelphia, PA. Later he attended post-doctorate studies at the National Eye Institute in Bethesda, MD. Dr. Simon previously was an assistant professor at the University of Delaware and has practiced optometry since 1982.

He is a member of both the American Optometric Association and Delaware Optometric Association. Past memberships include Student Optometric Service to Haiti and Omicron Nu National Honor Society. His awards include The Clinical Excellence Award, Outstanding Graduate Student, Outstanding Young Men of America and Oxford’s Who’s Who.

Dr. Simon and his staff continue to fulfill his initial mission to ensure healthier eyes and better vision for the residents of New Castle County, DE.

Joseph M. Senall, O.D.

A native of Buffalo, NY, Joseph M. Senall, O.D., completed his pre-med undergraduate work at the State University of New York at Geneseo in 1987. He graduated with clinical honors in 1991 from the Pennsylvania College of Optometry and as a member of the Beta Sigma Kappa and Gold Key optometric honor societies. While at the Eye Institute of the PA College of Optometry, he also was an investigator with a research lab working to improve reading in visually impaired patients and in children with reading disorders, and he was selected to present his findings at the American Academy of Optometry. After completing his internship at the Veterans Administration Medical Center in Wilmington, DE he joined Dr. Simon in practice in 1991.

In 2003, Dr. Senall was named President of the Delaware Optometric Association. An active member since 1991, he has served on several committees and as a delegate to the American Optometric Association. He has also served for many years as a clinical examiner for the National Board of Examiners in Optometry.

Dr. Senall continues to serve as a member of the VA Hospital Eye Clinic staff, where he attends on a weekly basis to care for the needs of our regional veterans. He is also a consultant to the Delaware Division for the Visually Impaired and enjoys working with their team to improve the lives of Delaware’s visually impaired citizens.

His special interests in practice include low vision care, geriatric eye disease and contact lenses.

Dr. Senall enjoys reading, music, fitness training, sailing and spending time with his wife and two children.

William Jeppe, O.D.

William H. Jeppe, O.D. grew up in Jefferson, Ohio and attended the Case-Western Reserve University in Cleveland before enlisting in the Navy in 1966, where he served for six years. During this period, Dr. Jeppe received medical training, which was used to serve our country. While at the Naval Hospital Corps School in Great Lakes, IL, Dr. Jeppe earned the highest GPA then on record in 1967. He was also First in Class at the Navy Clinical Laboratory Technology School in Bethesda, MD in 1969. After departing the Navy, Dr. Jeppe attended the Ohio State University College of Mathematics and Physical Sciences, earning a B.S. degree in physiological optics in 1974. His doctorate was earned in 1977 from the Ohio State University College of Optometry.

After interning for a local Wilmington optometry practice in 1977, Dr. Jeppe opened his own private practice in north Wilmington where he operated for 24 years before merging with Simon Eye Associates in June, 2001. Dr. Jeppe was originally licensed as a diagnostic optometrist, because therapeutic optometrists did not exist when he first went into practice. As of December 2003, his license was upgraded to the new therapeutic status.

Because of excellent training at Ohio State, and as a consequence of his internship with a well respected contact lens specialist, Dr. Jeppe has developed considerable skill in working with difficult-to-fit rigid gas permeable lens cases, e.g. keratoconus, corneal scarring, post-keratoplasty and post-refractive surgery patients.

Dr. Jeppe is married with four adult children, a dog and three cats. His hobbies include reading, computers, sailing, and singing–he was a former bass-baritone with the Navy Blue Jackets Choir and The Delaware Singers. In addition, he claims to be quite handy at fixing almost anything!

Brian Gardner , O.D.

Brian G. Gardner, O.D received his doctor of optometry degree and B.S. in Vision Science at Nova Southeastern University in Fort Lauderdale, Florida.  He performed his undergraduate studies in biology at West Virginia University.

Dr. Gardner completed a residency in primary eye care at the NSU Eye Institute in Fort Lauderdale, Florida, where he received the honor of resident of the year.  His residency included extensive training in contact lenses and detection and management of ocular diseases of the eye secondary to such entities as diabetes, hypertension and glaucoma.  Dr. Gardner has been published in domestic and internationally known journals, such as Optometry Today and Review of Optometry, multiple times on subjects ranging from diagnostic technology for eye care to ocular disease.

Dr. Gardner joined Simon Eye Associates in August 2005 to pursue his interests and utilize his training in primary eye care specializing in the treatment of ocular pathology. 

In his free time, Dr. Gardner enjoys playing sports such as golf and basketball. Dr. Gardner is now accepting appointments.

Kevin J. Brown, O.D.

Kevin J. Brown, O.D. earned his doctor of optometry at Nova Southeastern University in Ft. Lauderdale, FL, after earning a bachelor’s degree in biology from West Virginia University. He completed an internship at the Eye Centers of South Florida, and a residency in primary care and ocular disease at the Eye Institute of the Pennsylvania College of Optometry in Philadelphia, PA.

Dr. Brown is a member of the Delaware Optometric Association and the American Optometric Association. An article he co-authored has been published in an international industry publication, Review of Optometry. In the November 15, 2003 article, When O.D.s Become Emergency Docs, he helps other optometrists manage medical crises that arise in the office.

Dr. Brown’s interest is in care and treatment of ocular disease, which is why he chose to practice with Simon Eye Associates. Since joining the practice in July 2003, he has had the opportunity to practice full scope optometry, ranging from comprehensive eye examinations and vision correction to disease management.

He lives in Middletown, DE, with his spouse, Dr. Paula Fernandez, who is also an optometrist with Simon Eye, and enjoys sports, the outdoors and traveling.

M. Paula Fernandez, O.D.

M. Paula Fernandez, O.D. grew up in Miami, FL. As a child, she had poor eyesight and needed vision correction, which led to her interest in learning the eyes’ pathology. Dr. Fernandez is a graduate of her home state’s Nova Southeastern University, where she earned a bachelor’s degree in vision science, as well as her doctor of optometry. She served internships at the Eye Institute of Nova Southeastern University and the Eye Centers of South Florida, in addition to working with a retina specialist in Pennsylvania.

Her bilingual fluency, which includes Spanish, will enable Simon Eye Associates to better service the eye health and vision care needs of the area’s underserved Hispanic population.

Dr. Fernandez joined us in December of 2003, and is dedicated to providing excellent eye care to her patients.

She lives in Middletown, DE, with her husband, Dr. Kevin Brown who is also an optometrist with Simon Eye.

Laurie Conti, O.D.

Laurie Conti, O.D. received her Doctor of Optometry degree from the Pennsylvania College of Optometry and her B.S. degree in Natural Science from Indiana University of Pennsylvania.  While in optometry school, she was a member of the Student Optometric Service to Humanity and participated in a mission trip to Dominica, West Indies.  Dr. Conti was awarded Clinical Excellence while at The Eye Institute; and her externships included William Feinbloom Low Vision Center; Naval Regional Medical Clinic, Quantico, Virginia; and a private pediatric practice in Florida.

Dr. Conti is a member of the Delaware Optometric Association and the American Optometric Association, and enjoys seeing patients of all ages.

In her spare time, Dr. Conti enjoys yoga and Pilates, reading, music, and attending her daughter’s sports activities.

 

 

Jane Costanza, O.D.

Jane Costanza, O.D. graduated with a degree in mathematics from Pacific Lutheran University in Tacoma, Washington, and immediately volunteered to serve with the United States Marine Corps. As a computer science office, Dr. Costanza was assigned to Iwakuni, Japan, and Kansas City, Missouri, where she was officially commended for her work with a Presidential Discharge Review Board.

As exciting as she found her commissioned service in the Marines, Dr. Costanza decided to return to school and study Optometry. Dr. Costanza attended Pacific University College of Optometry in Oregon. She married and had three children, had her own practice for several years, and continued military service in the reserves. Dr. Costanza is very excited about the prospect of continuing her emphasis on excellent patient care with the newest technology at Simon Eye Associates.

 

Angela Clapper, O.D.

Angela Clapper, O.D. received her Doctor of Optometry degree from the Pennsylvania College of Optometry in 2005. She then went on to pursue residency training in ocular disease and primary care at The Eye Institute in Philadelphia. She completed her B.S. in Biology from St. John Fisher College in Rochester, NY.

Dr. Clapper’s externship education focused on ocular diseases including glaucoma, macular degeneration and retinal diseases resulting from hypertension and diabetes. Among her several training sites were the Wilmington Veterans Administration Hospital in Delaware and Moore Eye Institute in Springfield, PA, where she received honors. In addition, Dr. Clapper presented at the American Academy of Optometry Meeting in San Diego in 2005. Dr. Clapper is dedicated to providing quality and compassionate eye care and developing long-term relationships with her patients. Dr. Clapper enjoys spending time with her family and traveling.

Christopher Brennan , O.D.

Christopher M. Brennan, OD received his doctor of optometry from The Pennsylvania College of Optometry and completed his undergraduate work at Lycoming College in Pennsylvania.  After graduation he completed a one-year residency in primary care and ocular disease at The Eye Institute in Philadelphia. 

Dr. Brennan enjoys working in all areas of optometric care from contact lenses to the diagnosis and management of ocular disease.  Dr. Brennan is a member of the American Optometric Association, has been published in Review of Optometry and is working toward his fellowship in the American Academy of Optometry.

His hobbies include soccer and he likes to go to auto shows occasionally.

 

Bradley W. Gardner , O.D.

Bradley W. Gardner, O.D. is a native of Wheeling, WV and performed his undergraduate studies in biology at West Virginia University.  He later received his doctor of optometry degree from the University of Puerto Rico.

During Dr. Gardner’s education, he completed internships with a range of doctors specializing in such areas as contact lens, disease management, pediatrics, and neuro-ophthalmology. Upon graduation, Dr. Gardner was honored with the Clinical Excellence Award for best overall clinical performance in his graduating class. His high exposure to ocular pathology such as diabetes, hypertension, and glaucoma, in addition to performing bilingual exams, allows him to practice full scope optometry, serving all patients of the community.

His hobbies include basketball and he likes to read occasionally. Dr. Gardner is the identical twin brother of Dr. Brian Gardner who currently practices at Simon Eye also.

 

 

Thuc Nguyen, O.D.

Thuc Nguyen received his Doctor of Optometry degree from the Pennsylvania College of Optometry in May 2007 after he completed his didactic studies in the Physician Assistant Master’s Program at DeSales University in Center Valley, PA. He earned a B.A. in Biochemistry/ Molecular biology from Boston University in Massachusetts.

Dr. Nguyen completed his clinical training with an emphasis in ocular disease at the John Dingell VA Medical Center in Detroit, MI and at the Moore Eye Foundation in Springfield, PA where he worked closely with a glaucoma specialist, cataract surgeons, and retina specialists in secondary and tertiary eye care setting. He also trained at the William Feinbloom Vision Rehabilitation Center helping patients with vision impairment to make the best use of their sight by prescribing a variety of low vision optical devices. He graduated with honors for Clinical Excellence in Low Vision Internship at the Feinbloom Center and in Primary Care at The Eye Institute.

Dr. Nguyen enjoys playing tennis and traveling in his spare time. Dr. Nguyen is committed to providing comprehensive quality eye care and is looking forward to developing lasting relationships with his patients at both the Union office in Wilmington and the Limestone office in Hockessin.
